State of California, Department of Alcohol and Drug Programs

Eskel Porter Consulting provided the Department of Alcohol and Drug Programs (ADP) with expert information technology change management services to facilitate the statewide implementation of the California Outcomes Measurement System (CalOMS). The system collects treatment data that the State must report to receive federal grants.

During 2005 and 2006, we assisted counties and direct providers in the identification of strategies and plans, and then monitored progress of system implementation. Eskel Porter responsibilities included:

  • Developing change management tactics for implementation of CalOMS in small, medium, and large-sized counties
  • Aiding counties and direct providers in preparing their CalOMS implementation plans and timelines, and identifying the training and other technical assistance needed
  • Monitoring and facilitating counties’ and providers’ implementation and change management processes as they became ready for augmented client data reporting
  • Developing and providing change management materials such as informational brochures, handouts, targeted communications, forms, procedures, processes, and templates
  • Facilitating the adoption of the new data collection system and processes


ADP successfully completed the implementation of CalOMS. The system provides ADP, counties, providers, and policymakers on the local, state, and national levels with the data necessary to improve treatment delivery systems and document the economic and societal benefits of alcohol and other drug (AOD) treatment.
